Definition

What construction management means at Stabilis

Construction management is a delivery method where you bring in a construction professional to lead the whole project on your behalf, instead of handing a finished design to a contractor and hoping the price holds.

As your construction manager, we run the budget, the schedule, the design coordination, the subcontractors, and the risk, and we keep the process open so you can see how each decision affects cost and time.

It is the discipline of construction project management applied to your specific build, with one team accountable for the result. Owners turn to commercial construction management when a project is complex, when the budget has to hold, or when they want an experienced advocate on their side of the table.

Two models

Two ways to run it, agency CM and construction management at risk

Construction management comes in two forms, and the right one depends on how much risk you want to hold and how much certainty you want in return.

See all five methods→

Construction management (agency)

In agency construction management, we work purely as your advisor. You hold the contracts with the trades, and we manage the process, the budget, and the schedule on your behalf. It suits owners who want expert oversight and control while keeping the trade contracts in their own name.

Construction management at risk (CMAR)

In construction management at risk, often called CM at risk or CMAR, we do more than advise. After leading pre-construction, we step in as the builder and commit to a guaranteed maximum price. From that point we hold the trade contracts and take responsibility for delivering at or below that price. The guaranteed maximum price, or GMP, covers the cost of the work, the general conditions of running the site, our fee, and a contingency, all kept in the open so you can see them. If the cost runs over the GMP, that is on us, not on you, apart from changes you request or conditions no one could have foreseen. It is how owners get early builder insight and price certainty in the same contract.

Process

Our construction management process

Whether we advise you or carry the risk, the work runs through the same clear process, weighted toward the early decisions that shape everything after.

01Our construction management process

Pre-construction and planning

This is where construction management earns its keep. We review the design as it develops, test what is buildable on your site, run value engineering, plan phasing and long-lead procurement, and produce cost estimates that tighten as the drawings mature. The point is to make the big cost decisions early, while they are still cheap to make.

Budgeting and buyout

We build the budget in the open and, under CM at risk, lock it into the guaranteed maximum price. Then we buy out the trades and materials with a close eye on lead times, which matter more on island and remote projects than most owners expect.

Construction oversight

We run and oversee the build day to day, self-perform the concrete at the core of the structure, hold subcontractors to the drawings and the schedule, and keep the safety plan front and center. You get regular, honest reporting on cost and progress, not a black box.

Closeout and handover

We test the systems, walk the finished work with you, close out the details, and hand over a project that is ready to operate, with the documentation you need to run and maintain it.

Fit

When construction management is the right choice

Construction management is not the right fit for every project, and we will tell you when it is not. It earns its value when a build is complex, when the design is still taking shape, when the budget has to hold, or when you want an experienced team on your side of the table before a single price is committed.

For a straightforward, fully designed project where the lowest fixed price is the only goal, a traditional general contract can be the simpler path. When design and construction need to move as one under a single contract, design-build may fit better. If you are not sure which is right, that is exactly the kind of question we are glad to work through with you.

Grounded estimates

Numbers backed by a team that builds

A construction manager is only as good as the numbers behind the advice, and ours come from a team that actually builds. Because we self-perform the concrete structure and run our own shipping and logistics to the islands, our estimates, schedules, and guaranteed maximum prices are grounded in what really happens on site, not a broker's best guess.

And because we can deliver the water, power, solar, and wastewater systems a remote property depends on, our budgets account for the whole project, not only the parts that are easy to price.

The projects that need the tightest control are where we do our best work. Take a look.

FAQ

Frequently Asked Questions

What is construction management?

Construction management is a delivery method where an owner hires a construction professional to lead a project from design through completion. The construction manager oversees budgeting, scheduling, design coordination, subcontractors, quality, and risk, giving the owner one accountable point of contact and clear visibility into cost and time.

What does a construction manager do?

A construction manager plans and controls the project on the owner's behalf. That means setting and protecting the budget and schedule, coordinating the design and the trades, managing procurement and long-lead items, overseeing safety and quality on site, and reporting cost and progress openly so the owner can make informed decisions.

What is construction management at risk (CMAR)?

In construction management at risk, the construction manager leads pre-construction and then commits to a guaranteed maximum price, delivering the project as the builder. If costs exceed that price, the CM absorbs the difference, apart from owner-requested changes or unforeseen conditions. It gives owners early expertise and price certainty in a single contract.

What does the construction management process involve?

It usually runs in two stages. In pre-construction, the CM tests the design for buildability, runs value engineering, plans phasing and procurement, and develops the budget. In construction, the CM buys out the trades, runs the site, controls cost and schedule, manages safety and quality, then closes out and hands over the finished project.

What percentage is a construction management fee?

A construction management fee is usually a percentage of the total construction cost, often in the low single digits, though it varies with project size, complexity, and how much risk the manager carries. Under construction management at risk, the fee is a transparent line item inside the guaranteed maximum price rather than a hidden markup.
